What we check for Pennsylvania projects.

Pennsylvania permit review is municipality-driven. Building-code enforcement, zoning, floodplain administration and local submittal requirements can change between neighboring boroughs and townships, so every project starts by identifying the exact reviewing authority.

01

Reviewing authority

Which city, county or district reviews the permit for the address.

02

Code edition

The building and residential code edition that is enforced.

03

Zoning limits

Setbacks, height limits, lot coverage and impervious area.

04

Submittal list

The sheets, notes and forms the office asks for on this project type.

05

Survey and seal

Whether a current survey or sealed drawings are required.

06

Site conditions

Flood zone, drainage, easements or grading rules that apply.

Pennsylvania permit rules every project should account for.

Statewide UCC requirements work together with municipal zoning, local permit administration and site-specific approvals.

01

Statewide building code

Pennsylvania uses the Uniform Construction Code (UCC). Building-code review is administered locally in most municipalities, while the Department of Labor & Industry handles commercial enforcement in municipalities that have opted out.

02

Local permit administration

More than 90% of Pennsylvania municipalities administer and enforce the UCC locally, either with municipal staff or a certified third-party agency. The permit office depends on the exact borough, township or city.

03

Zoning is local

Zoning, setbacks, lot coverage, accessory-structure rules and land-development requirements are adopted and enforced by the municipality. A building permit does not replace zoning approval.

04

State-highway access

A new or altered driveway that connects to a state highway can require a PennDOT Highway Occupancy Permit. Site plans may need to coordinate the driveway, sight distance, drainage and right-of-way conditions.

05

Floodplain and waterways

Floodplain development is regulated locally under municipal floodplain ordinances, with state and federal permits potentially required for stream or wetland impacts. Address-level flood-risk review is part of site planning when applicable.

06

Sewage and on-lot systems

Pennsylvania Act 537 requires municipal coordination for sewage facilities planning. New land development and properties using on-lot septic can involve the municipality, local Sewage Enforcement Officer and DEP planning requirements.

Permit notes for Pennsylvania.

How permitting works in Pennsylvania

Pennsylvania uses the Uniform Construction Code (UCC) statewide, but permit administration is highly local. More than 90% of Pennsylvania municipalities administer and enforce the UCC locally with municipal staff or certified third-party agencies. Zoning is municipal too, so the exact city, borough or township must be identified before a permit drawing set is scoped.

What Pennsylvania permit drawings need to coordinate

  • Municipal zoning: setbacks, height, lot coverage, parking and use.
  • Property lines, existing structures and proposed work shown to scale.
  • Floodplain, drainage, steep-slope, stream or wetland constraints when applicable.
  • PennDOT Highway Occupancy Permit coordination when a driveway connects to a state highway.
  • Act 537 sewage planning or on-lot septic coordination where applicable.
  • Professional design, calculations, special inspections or seals when required.

State-reviewed projects

In municipalities that opted out of local UCC administration, Pennsylvania Labor & Industry handles commercial code enforcement and certified third-party agencies handle residential enforcement. For projects reviewed directly by Labor & Industry, Electronic Plan Review accepts one site plan; paper submissions call for four copies of a site plan drawn at not less than 1 inch = 20 feet showing construction location, boundary lines, distances from lot lines, street grades and proposed finish grades.

Driveways, floodplains and sewage

New or altered driveways connecting to state highways can require a PennDOT Highway Occupancy Permit. Floodplain development is regulated locally, and stream or wetland work can require Pennsylvania DEP or federal authorization. On-lot sewage and new land development are coordinated through local agencies and Act 537 planning.

How we prepare Pennsylvania permit drawings

Send the property address, project type and any survey, photos, old plans or permit comments. We identify the municipality, confirm the likely UCC and zoning review path, check site constraints and then provide a written scope before drafting.

Frequently asked questions.

Do you prepare site plans and permit drawings across Pennsylvania?

Yes. We prepare permit-focused site plans and construction drawings for projects across all 67 Pennsylvania counties. We identify the city, borough or township that reviews the property before drafting.

Which building code applies in Pennsylvania?

Pennsylvania uses the Uniform Construction Code (UCC). Most municipalities administer and enforce it locally, often through municipal staff or a certified third-party agency. Local zoning ordinances apply in addition to the UCC.

Who issues building permits in Pennsylvania?

More than 90% of Pennsylvania municipalities administer the UCC locally. In municipalities that opted out, the Department of Labor & Industry handles commercial code enforcement, while certified third-party agencies handle residential UCC enforcement. Zoning remains local.

Do Pennsylvania site plans need to show setbacks?

Usually when zoning approval is part of the project. The applicable setbacks, lot coverage, height limits and accessory-structure rules come from the local municipal zoning ordinance, so the property municipality must be confirmed first.

Do I need PennDOT approval for a driveway?

If a driveway is new, altered or connected to a state highway, a PennDOT Highway Occupancy Permit may be required. We flag this when the site plan shows access to a state-maintained road.

What if the property uses septic?

Pennsylvania Act 537 sewage facilities requirements are coordinated locally. New land development or changes involving on-lot sewage may require the municipality and its Sewage Enforcement Officer, and sometimes DEP sewage facilities planning.

What if the property is in a floodplain?

Floodplain development is regulated through local municipal ordinances, and additional state or federal waterway approvals can apply. We identify floodplain information and site constraints when they are relevant to the drawing scope.

Do Pennsylvania permit drawings need a professional seal?

It depends on the project, building type and reviewing authority. Where licensed professional review is required, it can be coordinated subject to the professional's independent review and acceptance.
